The California Environmental Legislation and Policy Clinic would expose students to the workings of the California Legislature, and Sacramento in general, and to the unique role attorneys can play in the lawmaking and policy process.
This course would provide a practical skills experience in researching, drafting, and pursuing adoption of California environmental legislative and regulatory changes. Students would work with elected state officials and their staffs to identify and refine policy objectives focused on environmental conservation, climate change, housing and land use policy, water quality and water rights, and other environmental policy goals. Engagement with elected officials and their staffs will be memorialized through a work agreement, and these individuals and the students will engage in a policy partnership relationship over the course of the semester (not an attorney-client privileged relationship). In addition to elected officials and their staffs, students will interact with appointed state officials, lobbyists, and other public affairs professionals.
Learning objectives include: Gaining practical experience researching and drafting legislative and regulatory proposals; learning about the nuts and bolts of California government, including how the Legislature operates; understanding how the key players in California government interact, the role of the budget in setting the legislative agenda, and how lobbying can influence policy; learning about the lawyer-client relationship in the context of the political process, including tensions between competing political interests, lobbying disclosures, and the application of the attorney-client privilege doctrine in a political setting. Students will also have ample opportunity for reflection and self-assessment through written reflection papers, in-class metacognitive exercises, and case rounds to discuss and receive feedback on work product.
