General Course Description:

This course will discuss the significant leeway that state and local governments have to regulate the food system, and the boundaries of this power.  We will look at several areas where states have attempted to regulate—including labeling foods that include genetically engineered ingredients, animal welfare, and sugar consumption reduction strategies—attempts to block these regulations, and how courts have handled these challenges.  We will discuss the complexity and utility of having multiple layers of regulation, what changes in the federal administration mean for state and local regulation, and whether the system can or should be streamlined.
